Glory of the LORD – Seen
(21) “but indeed, as I live, all the earth will be filled with the glory of the LORD.
(22) “Surely all the men who have seen My glory and My signs which I performed in Egypt and in the wilderness, yet have put Me to the test these ten times and have not listened to My voice.
(23) shall by no means see the land which I swore to their fathers, nor shall any of those who spurned Me see it.

Context
God was angry and Moses pleaded that He not destroy the people. God agreed in His loving kindness, but also made it clear what would happen in verse 23.
Thoughts
I think the first glory in v. 21 is God declaring His Presence will fill all the earth.
In v.22, I think “My glory” is all the ways they have specifically seen Him in Egypt and the wilderness; like in a cloud on the mountain, in supernatural provision of food, in a pillar of cloud at the tent of meeting and more. Yet they tested Him 10 times and did not listen to His voice.
